"Surveillance role players" used in organized stalking?

There are private companies that hire "surveillance role players" who will conduct surveillance activities among other things. Could companies like these or similar to these be a part of the puzzle, i.e., are these kind of role players also used in conspicuous surveillance of targets of organized stalking? Meaning that many of the gang stalkers would be hired operatives doing it simply for money.

It's quite obvious that InfraGard is involved and could be the link between federal intelligence and law enforcement and private companies like those mentioned above. Infragard is a "non-profit organization serving as a public-private partnership between U.S. businesses and the Federal Bureau of Investigation". The organization is an "information sharing and analysis effort serving the interests, and combining the knowledge base of, a wide range of private sector and government members". This could easily be used as a cover for subsidizing conspicuous surveillance of targets of organized stalking to private sector operatives commonly referred to as "gang stalkers" or "perps".
